Dear [Representative/Senator Name],

I am a North Carolina resident writing to ask for your attention to the future of the state’s hemp industry.

A federal change to the definition of hemp is currently scheduled to take effect on December 11, 2026. If the federal definition is not revised, many hemp-derived products currently sold by businesses in North Carolina could become federally noncompliant.

This could have significant consequences for North Carolina businesses, employees, farmers, manufacturers, retailers, and consumers.

At the state level, S265 (2025–2026) was introduced to establish a regulatory framework for hemp in North Carolina while addressing consumer and child-safety concerns. The bill passed its first reading and was referred to the Senate Rules and Operations Committee, but it did not advance.

I am asking you to support a clear regulatory framework that allows compliant hemp businesses to continue operating while protecting children and consumers.

Specifically, I ask that you:

• Support legislation that establishes clear and enforceable regulations for hemp products in North Carolina.
• Support the regulatory approach originally proposed in S265, rather than a broad prohibition of hemp products.
• Work to ensure North Carolina businesses have a viable path to comply with both state and federal requirements.
• At the federal level, support revising the new federal hemp definition before the December 11, 2026 deadline, including maintaining a definition based on Delta-9 THC rather than total THC, if consistent with the applicable federal legislative framework.

North Carolina needs clear rules, responsible regulation, and a workable path forward for businesses and consumers.

Please let me know your position on S265 and on the upcoming federal hemp-definition changes, and what actions you intend to take before the December 11 deadline.

Thank you for your time and for representing the people of North Carolina.

Sincerely,
